Up to 4320 px on the long side. The scales on offer depend on your source: a clip with a 1920 px long side at 2x lands at 3840 px, which is 4K, and any scale that would pass the limit is hidden.
Match it to the footage. Standard suits clean camera or phone video and costs the least. Pro is for AI-generated, heavily compressed, or old clips where faces and fabric need rebuilding. Creative is for sources with almost no detail left or stylized clips, and it may change the look. If you are unsure, run a short excerpt on Standard first.

Yes. The output limit is measured on the long side, so a 1080×1920 vertical clip can go 2x to 2160×3840. Larger scales are hidden once the long side would pass 4320 px.

Upscaling doesn't take anything away from the source, and the output keeps its length, frame rate, and framing. It is not lossless magic, though: the AI rebuilds detail from what the clip still contains. Slightly soft footage comes out close to native HD or 4K; heavily blurred footage improves but won't match video shot at that resolution. Pro and Creative rebuild more, and Creative can drift from the original look.
